Does the bottom part of the tool move freely (like with a ratchet)? By the looks of it it does but that would kinda be my reason to buy it since I already got regular tools

A skatetool is something that everybody should have. THis one is very cheap and is pretty solid. I resally like using it
Feels durable. Narrow enough to fit all trucks, good addition to have file for griptape installation. Fair price for quality product.
